Case Study: digitise to save the resource and improve the service: SASI and Terranova starts a new water smart metering project in Abruzzo (Italy)

SASI experience is underway, with our smart metering, as an example of advanced implementation of digitalisation of the water sector. In this initiative, the Abruzzo-based company uses our software to manage, through a single platform, several thousand water meters based on NB-IoT technology. The solution adopted allows for the optimization of operational processes while ensuring full compliance with current regulations.


The context
SASI, like every water distributor, is currently facing a systemic crisis, influenced by several critical factors, such as climate change, obsolescence of infrastructures, growing demand and increasingly stringent environmental regulations.
In addition to the general contingencies that affect both Utilities and many other sectors, SASI also faces several other specific obstacles. The Chieti area managed by SASI, in fact, is subject to a high rate of floating population (180 thousand people per year) resulting from tourism and the demographics that permanently occupy the territory are spread across many small municipalities. These two aspects make the cost of measuring extremely expensive, even more so if we add a third criticality, relating specifically to water meters: as many as 2/3 of the analog meters currently installed at the utilities are not accessible or are only partially accessible. Furthermore, in 2021, the study of the meter fleet had shown that it was obsolete and needed a massive replacement. Therefore, following the publication of the 2021 TIMSII, in which ARERA (Italian Authority) had traced the path towards smart solutions, and the availability of PNRR funds, SASI officially began its project to digitize measurement processes, with the procurement of NB-IoT technology water smart meters.

The project
After winning the tender by Terranova in 2024, we immediately started installing the meters, with the goal of reaching 20,000 units installed by June 2025. In this way, we could already invoice real consumption, even though the installation had taken place only a few weeks earlier. We therefore started by abandoning mixed billing, creating a system that would also allow the user to better understand the bill and his consumption.

The alerts that the meters send allow SASI to intercept leaks, reverse flows and anomalous consumption in real time, while with mechanical meters it was possible to access this information only on a six-monthly basis. The project has also improved the company's strategic planning capacity. Thanks to the large amount of data collected continuously, SASI is now able to analyze consumption trends by geographic area, time slot and type of user. This information allows not only more efficient management of water resources, but also the planning of any network expansions, based on reliable predictive data.
